The Lincoln airport measured red 4.95 inches of rain between 6:30 a.m. Friday and 6:30 a.m.

Saturday, breaking a record for the largest amount of precipitation recorded in a 24-hour period in September. The old record was 4.88 inches on September 28-29, 1923. The National Weather Service received unofficial reports of as much as 10 inches of rain falling in some parts of the capital city. Substantial Rains Much of Iowa received substantial rains over the past three weeks. Des Moines' 1989 rainfall by Aug.

22 was 14.73 inches, 7.09 inches below normal. As of Friday, only 17 days later, the year's total brought up to 26.03 inches, 2.06 inches above normal. Randolph, Iowa, 20 miles southeast of Council Bluffs, had 8.31 inches of rain poured on it in just three days Wednesday through Friday. Most of southeast Nebraska and southwest Iowa received heavy rains from last week's thunderstorms. Flooding occurred in those areas through much of the week.

Other portions of the Midlands received little help in overcoming dryness that has covered much of the region all year. For example, most of last week's showers missed an area in Nebraska stretching from Ogallala to North Platte. North Platte reported .42 of an inch of rain between Sept. 3 and Saturday afternoon. Running Below Normal "We're running well below normal Election Tuesday College Bond Issue Dominates Iowa Ballot By Gary Newman COUNCIL BLUFFS BUREAU Voters in 33 southwest Iowa school districts will decide Tuesday whether Iowa Western Community College should be given authority to issue up to $24 million in bonds, to expand and remodel its central Bluffs campus and four attendance centers.

The bond issue election overshadows the other part of the Iowa Western ballot, on which three people are seeking the three seats up for election on the school's nine-member board. When the bond plan was approved by a split vote of the board earlier this year, college President Carl Heinrich said it was a "no frills" proposal that concentrates on instructional space. The plan includes addition of nearly 104,000 square feet to five buildings on the Bluffs campus and an addition to Rowland Hall at Clarinda. Land would be purchased, and buildings about 9,000 square feet in size would be built at attendance centers in Atlantic, Harlan and Shenandoah to replace leased space in the towns. The plan calls for other general refurbishing and improvements.

About $13.2 million of the proposed financing would be spent on the Bluffs campus, about $1.4 million in Clarinda and about $730,000 at each of the other three campuses. The would be paid off over 20 years with revenue from the college's tax levy. The issue could add about 50 cents in property taxes for each 1 $1,000 of assessed valuation, Iowa Western officials say. Iowa Western's property tax rate for the current fiscal year is slightly more than 48.5 cents per $1,000 of assessed valuation. A piece of Council Bluffs property with a market value of $50,000 is assessed for tax purposes at $42,298, and the current Iowa Western tax on that property is just under $20.52.

Iowa Western has a bonded debt of about $5.2 million and will pay principal and interest of about $1.6 million this fiscal year. There is one new face among three people seeking election to the Iowa Western board. Incumbents Glen Billmeyer of Glenwood in District 2 and Wanda Rosenbaugh of Carter Lake in District 6 are seeking re election. In District 4, John Magill of Atlantic is stepping down. Wendell Bachmann of Atlantic is on the ballot.

The candidates are on the ballot only in their districts. Two Vie for Spot On Lewis Central Board COUNCIL BLUFFS BUREAU One of the two seats on the Lewis Central School District board is open, with E. Harvey King vacating his District 4 seat after 18 years. The "enhanced 911" system, or E911, would computerize the 911 system already in operation for most of the county.

In an enhanced system, when a call is received, a computer screen displays the location of the phone on which the call is being made and lists the nearest fire, police and rescue services. More Showers Expected A slow-moving frontal system extending from Wisconsin through Nebraska, Kansas and Colorado brought the heavy rains to the Midlands, the weather service said. More showers could hit western Nebraska today, but the chances of rain are more remote in the eastern part of the state and western Iowa.

Nebraska temperatures were expected to stay in the upper 50s to mid-60s, while highs near 70 were forecast for Iowa. The Omaha-Council Bluffs metropolitan area's forecast called for a slight chance of showers by afternoon or evening, a high of 68 and a low of 53.
